The VYS Board of Directors approved the following three policies on
tournaments on 12 April 2004.
VYS Policy on
In-House Tournaments
Each House Commissioner may choose to hold no more than one house
tournament during the season, provided that the request meets with the
policies of Vienna Youth Soccer (VYS) and Virginia Youth Soccer Association
(VYSA). The VYS intramural tournament policy is outlined below:
1. A written proposal must be submitted, by the requesting House
Commissioner, to the VYS Vice President for House for approval by no
later than two weeks after the start of the season.
2. Details for the proposed tournament must include the date, time,
format, rules, how many certified referees will be required, and
whether there will be standings or awards.
3. Location of the proposed tournament is based on availability and will
be determined by the VYS Fields Assignor.
4. All teams within the requesting division must be offered an
opportunity to participate in the tournament.
5. Each proposed tournament must be held on a single weekend. If the
proposed tournament requires both days of the weekend, the VYS
Vice President for House must contact the VYS Fields Assignor for
approval of field usage.
6. If certified referees are required for the tournament, the Vice
President for House shall contact the Vice President of Referees, who
shall determine the number of referees and the rate of pay for
referees.
7. If tournament rules of play are modified from the regular season
rules, the Vice President of Referees must approve the tournament
rules.
8. The Vice President for House shall notify all parties necessary within
VYS (i.e. House Commissioner, President, Vice President of Referees,
Fields Assignor, Administrator, Registrar) of approved tournaments.
VYS Policy on
All Stars Tournaments
The All Star season is in addition to, and not made part of, the regular
intramural leagues. VYS supports and encourages player participation in All
Stars tournaments, each season. Such tournaments are highly competitive
and, therefore, require a selection process for both players and coaches
(please refer to the Commissioners’ Handbook for details).
1. VYS may sponsor at least one team from each age group to participate
in an All Stars Tournament at the end of the season.
2. Anyone seeking to coach an All-Star team must submit an application
to the VYS administrator (via e-mail or to VYS PO Box), who shall
notify League Commissioners of all candidates. If a commissioner is
seeking to coach an All Star team, the VYS administrator shall notify
the VP for House.
3. The process for selecting All Star players must be approved by the
Vice President for House in advance of the All Stars season.
4. Each participating team shall bear costs or fees, reimbursable to VYS,
which generally includes registration and uniform.
5. All Star team practices shall not interfere with, nor take precedence
over, regular intramural league practices and games.
6. Players’ passes are to be issued by the VYS Registrar.
7. Tournament rules are to be determined by the club hosting the All
Star tournament.
VYS Policy on
Recreational Tournaments
Periodically, recreational tournaments are hosted by affiliate clubs, which
are open to the House League teams of area clubs. VYS encourages team
participation in such tournaments, which are locally hosted.
1. Any team wishing to participate must submit a request to the VYS
Administrator at least one week prior to the close of registration for
the tournament.
2. All Stars teams may not participate in tournaments that are
specifically designated as Recreational Tournaments for House teams.
3. The requesting team should expect to pay all costs and fees related
to participation in Recreational Tournaments.
4. Any required registration papers or other necessary documents, which
must be submitted, are to be the responsibility of the requesting
team.
5. Players’ passes are to be issued by the VYS Registrar.
6. Tournament rules are to be determined by the club hosting the
tournament.
